On Thursday the 4th of April 2008, and under the auspice of Dr. Idris H. Salih, the Minister of Higher Education and Scientific Research, by the presence of Mr. Rashid Tahir, the Under Secretary of Ministry of Finance and Economics, Dr. Khalil Sa'eed, the Minister of Region, Dr. Kawthar Galali, the president of Foundation of Technical Education in Kurdistan and the president of University of Duhok; Fariq Farwq, Responsible of 20th bureau of (KDP and Representative of (PUK) center in Shekhan and other instructors and deans, the ceremony of opining Shekhan Technical Institute went on in Shekhan district for which Kurdistan Region Government allocated (429) million diners for this project which included both departments of computer and accounting.

On Thursday, 3rd April 2008, by the presence of the Minister of Higher Education and Scientific Research, Dr. Idris H. Salih, the Manager of Korean KOIKA Organization, Mr. Kim Yong Kew, the Korean General Consul in Kurdistan, Mr. Ko Yong Joe, and deans, instructors and students of Suleimanyah University; an opening ceremony of 3 Sound Laboratories and a Seminar Room, provided by the Korean Organization (KOIKA) was held.

On Thursday, 3rd April 2008, Dr. Idris H. Salih, the Minister of Higher Education and Scientific Research, and accompanying delegation visited The American University in Suleimanyah and were warmly received by the president of the university, Dr. John Agresto.

On Wednesday the 2nd of April 2008, Dr. Idris H. Salih, the Minister of Higher Education and Scientific Research, received the French Consul in Hawler, Dr. Fredric Tisso, the Culture Consultant of French Embassy in Baghdad, Mr. Kloud poyilit, and accompanying delegation.
